Notice the decline in enrollments for our school districts! About 3 out of 10 auto trips per household are school generated trips and this is a big contributor to our decline in congestion. LESS students less auto trips! Recent articles in the Mountain Democrat tell the story all too well. The growth has slow so dramatically that the schools are going to have a hard time staying open. Yet the districts still collect growth impact fees to build more schools to accommodate growth. But our districts don’t understand math or statistics so they keep collecting mitigation fees to build more schools. Actual counts can be reviewed at the California State Board of Education.
